The citizens of this once great metropolis live in constant fear of these bloodthirsty savages and their thirst for human flesh. However, the greatest threat these ghouls pose is their dangerous ability to masquerade as humans and blend in with society.
Based on the best-selling supernatural horror manga by Sui Ishida, Tokyo Ghoul follows Ken Kaneki, a shy, bookish college student, who is instantly drawn to Rize Kamishiro, an avid reader like himself. Ken Kaneki has finally come to accept the monstrous, flesh-craving part of himself that he has feared and despised for so long. After escaping captivity and torture, Kaneki joins Aogiri Tree—the very militant ghoul organization that had abducted him, leading his friends to question his true motive and loyalty.
Aware of the dangerous situation, Kaneki faces several battles that puts his precious fleeting humanity on the line. As humans who have undergone surgery in order to make use of the special abilities of ghouls, they participate in operations to eradicate the dangerous creatures.
The leader of this group, Haise Sasaki, is a half-ghoul, half-human who has been trained by famed special class investigator, Kishou Arima. After the conclusion of the Tsukiyama Family Extermination Operation, the members of the Commission of Counter Ghouls CCG have grown exponentially in power and continue to pursue their goal of exterminating every ghoul in Japan. Having resigned from Quinx Squad, the now seemingly emotionless Haise Sasaki begins taking on more and more tasks from the CCG with no regard to the difficulty.
Long story short, it's a very confusing show that makes little sense. Does it have cool action scenes? Yeah but I don't think you can be invested in them if you don't care about the characters. In spite of all this, the show can be enjoyable if you read the manga first. As I already read the manga, I could fill up plotholes and understand the reasons for the existence of action scenes and some secondary characters. The anime diverges from the manga a lot but some scenes are picked directly from the manga without any thought if they fit here or not.

As Kaneki fights the urge to eat human flesh he meets up with Hide again, but worries that his deteriorating condition will place his friend at risk. Yoshimura teaches Kaneki how to blend in with humans, but when two ghoul investigators are assigned to the 20th Ward, Kaneki needs a mask made.
Tsukiyama, a ghoul acquaintance of Rize who enjoys reading and possesses other, more epicurean tastes, befriends Kaneki. When Touka falls ill, Kaneki pays her a visit that has unexpected consequences, while Tsukiyama remains obsessed with Kaneki. Now that Kimi knows that Nishiki and Kaneki are ghouls, Touka wants to kill Kimi, while Hinami acts out when she is unable to see her father. Touka decides to take matters with the investigators into her own hands and, equally fed up, Kaneki makes up his mind to get involved.
When Touka and Kaneki search for runaway Hinami, they come face-to-face with Amon and Mado, who have a few surprises for them. Trying to return to normal, Hinami moves in with Touka and they nurse an injured bird back to health, while Kaneki seeks information about Rize. Haise tries to get Hinami to safety, but is confronted by Furuta. As the others flee through the basement, Haise confronts Arima.
Tatara and Kurona both make their stands against the investigators. Akira receives help from a surprise source. As the fighting on Rushima reaches its climax, Akira makes a fateful decision. Urie, together with the new members of the Quinx Squad, continue their search for Mutsuki. Arima makes a startling revelation to Kaneki. Kaneki assembles the remaining Aogiri Tree and Anteiku members to announce the creation of a new ghoul organization.
Akira's course of treatment takes a surprise turn. Yomo and Touka both try to make peace with their past. The CCG investigators that were close to Haise react to his leaving. Furuta takes over as the head of the CCG, and sets forth a new strategy to deal with the ghouls. Takeomi and Yoriko set a wedding date. Mutsuki locates Kaneki and invites him back. Touka takes the next step with Kaneki. Mutsuki leads the Oggais in a raid on Goat's underground lair.
Urie and Kuroiwa confront Furuta in his office over his fitness to lead. Kaneki and Suzuya face each other in combat. Kaneki goes to drastic lengths to protect Touka.
As Dr. Kanou visits his family's gravesite, Kurona confronts him. CCG gains a new ally and expert on ghouls. A despondent Mutsuki lashes out at Saiko and Urie.
While Kaneki's body lies dormant in its giant kagune, he has an inner dialogue with Rize. Urie talks to Mutsuki about the hardships of going it alone. A crisis places the city on alert, forcing CCG and the ghouls to work together. Following increasing dragon activity and the discovery of a second core, Kaneki and Ayato volunteer to go and deal with it. When Kaiko and the members of V launch an attack, CCG and the ghouls must fight together to stop them.
Kaneki and Furuta continue their duel below the streets of Tokyo, as CCG and Goat jointly continue fighting the members of V aboveground. Kaneki comes to terms with the events of the last several years.
